Richard Phelps is a criminal defense attorney with his office in Jasper County, Iowa. His practice is primarily in central Iowa but is available throughout the State. Richard is a graduate of the University of Tulsa Law School and practiced in Oklahoma for several years before returning to Iowa and opening an office in Newton, Iowa. Richard\u2019s practice has been primarily criminal defense since returning from Tulsa, but currently is limited to criminal defense.<\/p>\n

Mr. Phelps has been and remains a sole practitioner. He is in a courtroom in one county or another almost every day and is familiar with both the judges and prosecutors. It is necessary to know the people you are dealing with when representing criminal defendants. Once asked how many jury trials he has had, he could not answer the question; it\u2019s not something you keep count of.<\/p>\n

Rather than attempt to list the variety of cases and crimes for which Richard has represented people, it is fair to state that he has tried everything from traffic cases to murder. The crime of the month seems to change. Currently the popular crimes to charge are child endangerment and neglect of a dependent person. As an example, if you are charged with operating while intoxicated and you had one of your kids in the car, an additional charge will be filed of child endangerment. It is interesting how blowing a .079 is not child endangerment, but blowing .081 is.<\/p>\n

Richard graduated from the University of Tulsa School of Law and practiced civil litigation in Tulsa for several years before coming back to Iowa.<\/p>\n
